The short answer

Rent by the month. Clearwater bars rentals shorter than 31 days (or one calendar month) in residential zones; nightly stays are limited to hotel-zoned buildings. Rentals of six months or less carry 13% tax in Pinellas County (6% state, 1% surtax, 6% tourist tax). January Gulf water averages 61 to 63°F. Morton Plant Hospital is about 3 miles from Pier 60, and PSTA caps fares at $85 a month ($42.50 for 65+).

What does a winter at Clearwater Beach cost?

Rent is most of the bill, and it's the one number this page won't give you. Monthly asking rents for January through March 2027 swing with the building, the view, the floor, whether the unit was redone after the 2024 storms and how early you book, and they move week to week. No primary source publishes a reliable market average, so we don't print one. Get three or four quotes for the same months and compare them all-in.

The government-set costs are easier to pin down, and nearly every snowbird pays some of them:

To compare quotes, start with the monthly rent and add 13% unless the quote says tax is included. Then add what landlords tend to list separately: a cleaning fee, a condo association application fee, any cap on electricity. Ask about parking last, but do ask. A unit with its own space spares you $3.50 an hour at city lots, which adds up fast over three months.

Can you rent for less than a month? Clearwater's 31-day rule

In most of the city, no. Clearwater's Community Development Code defines a residential use as a permanent place of residence and says that, on residentially zoned property, it "shall not include rentals for periods of less than 31 days or one calendar month, whichever is less." Advertising a residential unit for shorter stays counts too.

For a renter, that plays out like this:

  • The minimum is one month, not 31 days flat. Because the code says "whichever is less," renting all of February (28 days) is fine. Renting February 10 to March 5 (24 days) in a residential zone isn't.
  • Hotel-zoned buildings are different. The code treats short stays as "overnight accommodations," which the Tourist (T) District allows. Hotels, motels and condo-hotels in that district can rent by the night, so that's where a two- or three-week stay belongs.
  • The city looks at more than the lease. Section 3-919 lists evidence of illegal short rentals: state transient-rental licensing, vacation-rental advertising, overlapping leases shorter than a month, or using a booking agent. An owner in a residential zone offering 18 nights "on a one-month lease" is exactly the arrangement the city looks for, and not one to build a winter on.
  • City limits matter. The rule is Clearwater's. Addresses farther south on Gulf Boulevard belong to other towns, such as Belleair Beach and Indian Rocks Beach, which have their own codes. Check which city a listing is in before you rely on any rule here.
The condo association has the last word

The city's 31 days is only the floor. Condominium associations can set their own minimum lease terms, cap how many times a year a unit can be leased, or require tenants to apply and be approved before move-in. None of that shows up in the city code. Before you pay a deposit, ask the owner for the association's leasing rules in writing, and ask whether an application or fee is required.

How much tax do you pay on a monthly rental?

Florida taxes rentals of living and sleeping quarters unless the lease runs longer than six months, so almost every snowbird lease is taxable. In Pinellas County three layers stack up:

Every $1,000 of rent carries $130 in tax, a real line item on a three-month lease. The owner or manager is supposed to collect it and pass it on, so a proper quote either shows it separately or says plainly that it's included.

Section 212.03 also spells out the exemption. The tax doesn't apply, it says, to anyone who has "entered into a bona fide written lease for longer than 6 months in duration for continuous residence" at one property. If you'd be here close to six months anyway, a genuine lease for longer than six months takes the whole stay out of transient tax. That has to be a real lease for continuous residence, not paperwork wrapped around a three-month stay. If you're weighing this, talk to the landlord and, for anything complicated, a Florida tax professional.

When should you book, and where should you look?

Book the peak months early. Most snowbirds want January through March, and March gets squeezed further by spring break crowds and by Phillies spring training, which in 2027 brings 16 home games between February 20 and March 22. If your dates are fixed, look in late summer. With flexible dates, December and April are usually easier to book, and the weather is still kind.

Where to look, roughly from most protection to least:

  • Local property managers and condo rental offices. Some condo buildings have an on-site or affiliated rental desk that handles monthly winter leases and already knows the association's rules.
  • Hotel extended-stay rates. Buildings in the Tourist District can rent for any length. For a two- to four-week stay, ask hotels directly for a monthly rate.
  • RV parks. If you travel with a rig, compare 55+ RV parks with monthly winter rates near the beach.
  • Owners directly. Often the best price, with the most room for trouble. Get a written lease, pay with a traceable method, and walk away from anyone who insists on a wire transfer or gift cards before you've seen a lease.
Ten questions to ask before you sign
  1. Is the building in a residential zone (31-day minimum) or the Tourist District?
  2. What are the association's minimum lease and approval rules?
  3. Is the 13% tax included in the quoted rent?
  4. Is there an assigned parking space, and is guest parking available?
  5. Have all storm repairs from Helene and Milton been finished, including elevators, pool and seawall?
  6. Are electricity, water, internet and cable included, or capped?
  7. Are linens, towels and a full kitchen included?
  8. What's the cleaning fee, and when is the deposit refunded?
  9. Can you receive mail and packages at the unit or front desk?
  10. What's the cancellation policy if a hurricane or other event damages the building before you arrive?

Clearwater Beach, Sand Key or Island Estates: which suits a long stay?

  • Car-free couple: the south beach core. Restaurants and sand are steps away, and the trolley covers the grocery run.
  • Pickleball or tennis regular: north Clearwater Beach, within walking distance of the Beach Recreation Center at 69 Bay Esplanade.
  • Anyone who wants a quiet residential street near the supermarket: Island Estates, ideally with a car.
  • Beach walker who wants a calmer base: Sand Key, plus the county beach pass for Sand Key Park.

How cold does it get? Air and water temperatures by month

Pack layers. Most winter days are sunny and pleasant, but cold fronts come through several times a season, mostly from December to February, and each can bring a few days of wind and nights in the 40s before it warms back up. Averages hide those swings, which is why the lowest hourly water readings are in parentheses.

Air temperatures and rain are NOAA's 1991-2020 normals for Tampa International Airport, the nearest long-record station. Water temperatures are our averages of hourly readings from NOAA's Clearwater Beach tide station (8726724). Each season runs November through April (2022-23 is November 2022 to April 2023, and so on). We left out the 2024-25 season because the station's record has large gaps that winter.

Day to day, beach walks work all winter and a heated pool is the easier swim. A January or February Gulf swim is for the hardy: water in the low 60s or high 50s feels cold within minutes. Distances are road-mile estimates from OpenStreetMap routing, which puts Morton Plant under 10 minutes away on empty roads. In season, allow more for traffic on the Memorial Causeway.

Sort these out before you leave home:

  • Check your insurance for out-of-area care. Some plans, especially HMO-style Medicare Advantage plans, limit routine care outside your home area. Call your insurer and ask how a three-month stay in Pinellas County is covered, and which local urgent cares are in network.   • Plan your prescriptions. Ask your pharmacy whether it can transfer refills to a Clearwater store, or get a 90-day supply before you go.
  • Carry a list. Your medications, doctors' numbers and insurance cards, on paper and on your phone.

Groceries, errands and getting around for three months

Groceries. The full-size supermarket on the trolley line is the Publix in the Island Village Shopping Center on Island Way, Island Estates, about 1.5 road miles from Pier 60. It's a request stop on the Jolley Trolley's North Beach route, so a weekly shop without a car works if you can carry a few bags.

Transit. PSTA runs the county bus network and the beach trolley routes, which the Jolley Trolley operates, and its fare caps suit people who ride often. Tap the same contactless card, phone or Flamingo Fares app every time and you'll never pay more than $5 in a day or $85 in a calendar month. Riders 65 and older pay $1.10 a ride with a daily cap of $2.50 and a monthly cap of $42.50. To get the reduced fare on a tapped card, register it once at a PSTA Customer Service Center, bringing a government photo ID showing you're 65+ or your Medicare card. Parking, if you bring a car. City beach lots charge $3.50 an hour. Clearwater does offer residents 50% off parking through ParkMobile, but it requires a Florida driver's license, Florida vehicle registration and proof of residency, so most snowbirds won't qualify. The pass worth buying is Pinellas County's. From October 1, 2026, a six-month beach parking pass costs $60 plus tax, or $40 plus tax for seniors (bring a copy of your driver's license). It covers Sand Key Park, Fort De Soto Park and Fred Howard Park Beach. Pay-as-you-go county beach parking moves to $3.50 an hour, capped at $12 a day, on December 1, 2026, so the pass pays for itself after a handful of visits. It doesn't cover city lots on Clearwater Beach itself.

The beach library is a pop-up for now

The Clearwater Beach branch library is closed. A pop-up library inside the Beach Recreation Center at 69 Bay Esplanade handles holds, bestsellers and used-book sales, open Tuesdays and Wednesdays 10 a.m. to 2 p.m. and Thursdays noon to 4 p.m. as of October 2026. Library cards go through the Pinellas Public Library Cooperative, which asks for proof of a local address. A long-term lease of six months or more is on its accepted list, and a shorter seasonal lease isn't, so ask staff what they'll accept for your situation.

What do snowbirds do all winter?

A week-long visitor does the highlights. Someone here for three months builds a routine, and in Clearwater the city recreation system tends to anchor it.

Get a recreation card

A non-resident individual recreation card costs $180 a year (a family card is $450). It opens all six city recreation centers, including the Clearwater Beach Recreation Center at 69 Bay Esplanade, (727) 462-6138. That center has a fitness room, a pool, outdoor pickleball, lighted tennis courts and basketball. With the card, each visit is a $2.81 drop-in plus tax. Add PLUS for $30 a month and drop-ins are free, which pays off at about 10 visits a month. Apply at any city recreation center. In October 2026 the beach center listed hours of 8 a.m. to 6 p.m. Monday to Thursday, 8 a.m. to 5 p.m. Friday and 8 a.m. to noon Saturday, closed Sunday. Pool hours are seasonal, so check before you go.

Older-adult programs

Clearwater Parks & Recreation runs a program list aimed at older adults: SilverSneakers classes, SilverSplash water fitness, the Aging Well Center at the Long Center, a horseshoes club on 18 covered, lighted courts at Ed Wright Park, the 3 Score Softball Club (to watch top college teams instead, see the February Clearwater Invitational), the Sunrise Table Tennis Club, tennis clinics and yoga. Shows

For concerts and touring shows through the season, Ruth Eckerd Hall in Clearwater is the main stage nearby.

Phillies spring training

The Phillies have trained in Clearwater for 80 springs, and 2027 is the 81st. They play 16 home games at BayCare Ballpark, 601 N. Old Coachman Rd., about 7 road miles from Pier 60. The home opener is Saturday, February 20, against Toronto, and the home finale is March 22 against Tampa Bay. One caution: MLB's labor agreement covered the 2022 through 2026 seasons, and talks on a new one began in May 2026, so keep an eye on the news before you build a season around the schedule. Fishing

This one catches snowbirds out. Florida's fishing-license exemption for anglers 65 and older covers Florida residents only. A visitor needs a non-resident license: $30 for 7 days or $47 for a year as of October 2026, so for a season the annual is the obvious buy. The exception is a pier with its own saltwater pier license, where you don't need an individual one. Details are in our Florida saltwater fishing license guide.

When a cold front blows through

Keep an indoor plan for the gray, windy days after a front. The obvious one is the Clearwater Marine Aquarium, 249 Windward Passage on Island Estates, a short trolley or car ride from the beach. On cool mornings, it is also worth planning a trip for winter manatee viewing, which peaks in these months.

Can I rent a condo at Clearwater Beach for two weeks in winter?

Only in a building that's allowed to rent short-term. In Clearwater's residential zones, rentals must last at least 31 days or one calendar month, whichever is less. Hotels, motels and condo-hotels in the Tourist District can rent by the night, so a two-week stay means one of those or a hotel extended-stay rate.

Do snowbirds pay tax on a monthly rental?

Yes, if the stay is six months or less. In Pinellas County that's 13% of the rent: 6% state sales tax, the 1% county surtax and the 6% tourist development tax. A bona fide written lease for continuous residence longer than six months is exempt under section 212.03 of the Florida Statutes.

Is Clearwater Beach too cold in January?

Not for walking, golf or pickleball (see our guide to public golf courses and winter green fees). NOAA's normal January high at Tampa International is about 71°F and the low about 53°F. It is too cold for most people to swim in the Gulf. The Clearwater Beach tide station averaged 61.4°F water in January 2026 and dipped to 49.3°F during a February cold snap.

Do I need a Florida fishing license if I'm over 65?

If you're not a Florida resident, yes. The 65-and-over exemption applies only to Florida residents. Visitors buy a non-resident license ($30 for 7 days or $47 for a year as of October 2026), unless they're fishing from a pier that holds its own saltwater pier license.

Can snowbirds get Clearwater's resident parking discount?

Usually not. The 50% ParkMobile discount requires a Florida driver's license, Florida vehicle registration and proof of residency. Pinellas County's six-month beach pass ($40 plus tax for seniors from October 1, 2026) is open to visitors and covers Sand Key Park, Fort De Soto and Fred Howard Park Beach, though not the city lots on Clearwater Beach.

How far is the nearest hospital?

Morton Plant Hospital, 300 Pinellas St. in Clearwater, is about 3 road miles from Pier 60 and has a 24-hour emergency room. Its main number is (727) 462-7000. For minor problems, BayCare Urgent Care at 711 S. Belcher Rd. opens 8 a.m. to 8 p.m. on weekdays and 9 a.m. to 6 p.m. on weekends.

When are the Phillies' 2027 spring training home games?

Sixteen home games at BayCare Ballpark, from February 20 (Toronto Blue Jays) through March 22 (Tampa Bay Rays). The first spring game is February 19 at Detroit's park in Lakeland. Check for news on MLB's labor talks before you lock in plans.
