Prices at Clearwater Beach are shown before tax. Add 7% at the register (Florida's 6% plus Pinellas County's 1% surtax) and 13% on hotel rooms and mandatory resort fees. Tip 18 to 20% of the pre-tax bill for table service. A $250 room with a $35 resort fee and $40 valet parking comes to $364.85 a night. If you're 16 or older, your valid UK, Canadian or EU license is legal for an ordinary car here under Florida Statute 322.04.
Key takeaways
- Sales tax in Clearwater is 7% in 2026. The Department of Revenue lists Pinellas County's 1% share through December 31, 2029.
- Hotel rooms, vacation rentals and any mandatory resort fee carry 13%: the 7% plus Pinellas County's 6% tourist development tax.
- A tip you add yourself isn't taxed. A service charge the restaurant adds is, and it usually takes the place of the tip.
- ESTA costs $40.27 and is generally valid for two years. Canadians traveling on a Canadian passport don't need one.
- Florida asks only that visiting drivers carry a valid license from their home country, from age 16 for an ordinary car. Rental companies can ask for more, so check before you fly.
- Right on red is legal after a full stop unless a sign says no. For a stopped school bus, traffic both ways stops unless a raised median, barrier or 5-foot unpaved strip divides the road.
What does a dinner, a hotel night and a beach umbrella really cost?
Menus, hotel rates and rental boards all show prices before tax. These three receipts use the official rates as of October 2026 and are worked out to the cent.
Receipt 1: a $100 dinner
| Line | Tip 18% | Tip 20% | Service charge 18% on the bill |
|---|---|---|---|
| Food and drinks | $100.00 | $100.00 | $100.00 |
| Service charge added by the restaurant | none | none | $18.00 |
| Sales tax, 7% | $7.00 | $7.00 | $8.26 (on $118) |
| Tip you add (not taxed) | $18.00 | $20.00 | usually none |
| You pay | $125.00 | $127.00 | $126.26 |
The Department of Revenue says a separately itemized tip isn't taxed, but "service charges, minimum charges, corkage fees, setup fees, or similar charges" are. Figure 20% on the taxed $107 instead and the tip is $21.40. That's fine, just a little more generous. Drinks carry the same 7%. A bar that posts signs saying tax is included has already folded it into the menu price.
Receipt 2: a $250 hotel night
| Line | Rate | Amount |
|---|---|---|
| Room rate | $250.00 | |
| Tax on room: 6% state, 1% surtax, 6% tourist development tax | 13% | $32.50 |
| Resort fee (mandatory) | $35.00 | |
| Tax on resort fee | 13% | $4.55 |
| Valet parking, one car | $40.00 | |
| Tax on parking (sales tax on a parking space) | 7% | $2.80 |
| One night, all in | $364.85 |
That's about 46% more than the advertised $250, or $322.05 if you don't bring a car. The $35 resort fee and the $40 valet charge are Sandpearl Resort's published rates (500 Mandalay Ave.), as of October 2026. Sandpearl lists valet as "$40 plus tax," and we've applied the 7% rate DOR sets for parking spaces. Our hotel parking and resort fee comparison covers 16 hotels.
The resort fee gets 13% because Rule 12A-1.061 treats any charge "required to be paid by the guest or tenant as a condition of the use or possession" of the room as part of the room rate. The rule's own example is a resort fee. Parking you choose to buy is, on our reading, taxed like any parking space, at 7%, and the same rule leaves valet service out of the room rate. A mandatory fee that bundles in parking is different: by the rule's own test it's a condition of the stay, so we'd expect the whole fee to be taxed as room rate at 13%. Vacation rentals of six months or less also pay 13%.
Receipt 3: an umbrella and chairs on the sand
| Rental (City of Clearwater price list) | Before tax | 7% tax | You pay |
|---|---|---|---|
| Umbrella with two chairs, 9 a.m. to 3 p.m. | $40.00 | $2.80 | $42.80 |
| Same set plus two extra chairs (family of four) | $70.00 | $4.90 | $74.90 |
| Umbrella with two chairs, 3 to 5 p.m. | $25.00 | $1.75 | $26.75 |
The city lists every rental "plus tax" (page updated August 27, 2026), and DOR names beach umbrellas among taxable rentals. Stands take Apple Pay, Google Pay and the major cards; cash isn't on the city's list. Our chair and umbrella rental guide covers locations and weather policy.
Rates come from the Florida Department of Revenue's Discretionary Sales Surtax Information for Calendar Year 2026 (form DR-15DSS, Pinellas 1%) and its Local Option Transient Rental Tax Rates (form DR-15TDT, revised 10/26, Pinellas 6%), plus DOR's 6% state rate. What counts as taxable comes from DOR brochures GT-800035 (restaurants), GT-800034 (accommodations), GT-800031 (parking) and GT-800038 (rentals), and from Rule 12A-1.061. Input prices are the City of Clearwater's beach rental list and Sandpearl's policies page; the $100 dinner and $250 room are round numbers, not quotes. We downloaded the forms on October 4 and 5, 2026, and computed each line with a script, carrying tax to the third decimal and rounding up when that digit is 5 or more, as DOR's GT-800013 instructs. The rates cover calendar year 2026. DOR reissues the surtax sheet each November.
Other taxes and fees you'll see
- Rental cars: Florida adds a $2-a-day surcharge for the first 30 days of a rental (F.S. 212.0606), and sales tax applies to the surcharge too. For toll programs and what they cost, see our tolls and rental car guide.
- Big purchases: the county surtax applies only to the first $5,000 of a single item (not to hotel stays).
- No tax refund at the airport: the US has no national VAT, so there's no VAT refund desk, and we found no Florida sales tax refund for tourists in DOR's publications.
How much should you tip in Clearwater?
No law sets a tip, but tips are built into how servers are paid. Under the state constitution, Florida's minimum wage reached $15.00 an hour on September 30, 2026, and employers may count up to $3.02 an hour of tips toward it (the US Department of Labor's figure). That leaves a server's base wage as low as $11.98. The figures below are our guidance from common US practice, not rules.
| Service | Our guidance | Notes |
|---|---|---|
| Sit-down restaurant | 18 to 20% of the pre-tax bill | Check the bill for a service charge or "gratuity included" first |
| Bar or beach bar on the sand | $1 to $2 a drink, or 18 to 20% of a tab | Same rule on service charges |
| Counter service, takeout | Optional | Card screens often suggest a tip. Skipping it is normal. |
| Hotel housekeeping | A few dollars a night | Leave it daily with a note, since staff change |
| Valet parking | A few dollars when the car comes back | On top of the parking fee |
| Taxi or rideshare | 10 to 20% | Rideshare apps let you add it after the trip |
| Boat tour, fishing charter crew | 15 to 20% for a private charter | Shared dolphin and sunset cruises: optional |
Some restaurants add an automatic service charge, most often for larger groups. Because it's taxed, it usually shows up above the tax line. If it's there, you don't need to tip again.
What do you need to enter the US from the UK, Canada or Europe?
- Visa Waiver Program travelers, including UK citizens: you need an approved ESTA and an e-passport (one with a chip), required for the program since April 1, 2016. The fee on the official ESTA website is $40.27 as of October 2026, so a site asking more isn't the official one. Approval lasts two years or until your passport expires, whichever comes first, and Visa Waiver stays are limited to 90 days.
- Selfie step: the application asks for a selfie, and it can't be a copy of your passport photo. The UK Foreign Office says an older ESTA without one may need replacing, so check your account before you fly.
- Check eligibility: confirm your nationality is in the Visa Waiver Program on CBP's ESTA page. If it isn't, you need a visa.
- Canadians: CBP says citizens of Canada traveling on a Canadian passport don't need an ESTA. By air you need a passport or a NEXUS card, according to Canada's travel advice for the US. The same page says Canadians staying longer than 30 days must register with the US government and points to USCIS for the details. For the practical side of a long winter stay, see our snowbird guide to Clearwater Beach.
- Children: GOV.UK says anyone 17 or under traveling alone, with only one parent, or with an adult who isn't a parent or legal guardian must have a consent letter from one or both parents, preferably notarized and in English.
The Foreign Office's USA entry requirements also warn that officers may ask to inspect your devices, messages and social media, and can delay or deny entry if you refuse.
Can you drive in Florida on a UK, Canadian or European license?
Yes. Section 322.04(1)(d) of the 2026 Florida Statutes exempts from getting a Florida license:
"A nonresident who is at least 18 years of age and who has in his or her immediate possession a valid noncommercial driver license issued to the nonresident in his or her home state or country operating a motor vehicle, other than a commercial motor vehicle, in this state, if the nonresident's license is not invalid under s. 322.033 relating to proof of the licensee's lawful presence in the United States."
Paragraph (c) of the same section gives 16- and 17-year-old visitors the same exemption for the vehicles a Florida Class E license covers, which includes an ordinary car. The same home license covers a rented street-legal golf cart, though rental shops set their own minimum ages.
The lawful-presence clause points to s. 322.033, which targets certain licenses issued by other US states, not foreign ones. "Immediate possession" means the physical license goes in your wallet, not a photo of it. FLHSMV's visitor FAQ says the same and tells renters to check what the rental company requires.
Do you need an International Driving Permit? Neither the statute nor FLHSMV's FAQ asks for one. The UK Foreign Office says a UK photocard license works in the US but you "may need" a 1949 IDP too, that rental firms often have stricter rules, and that you can't buy an IDP outside the UK. Our verdict: get one before you leave if your license isn't in English or your rental terms mention it. Canada's travel advice says a valid Canadian license is fine.

Which Florida road rules catch visitors out?
| Rule | What the law says | Source |
|---|---|---|
| Right on red | Stop fully, then you may turn right, yielding to pedestrians and traffic. Not where a sign prohibits it. Left on red is allowed only from a one-way street into another one-way street. | F.S. 316.075 |
| School buses | When a bus shows its stop signal, stop and stay stopped until the signal is withdrawn. Traffic going the opposite way needn't stop only on a divided highway with a raised median, a physical barrier, or an unpaved strip of at least 5 feet. Painted lines don't count. | F.S. 316.172; FLHSMV |
| Seat belts | The driver, every front-seat passenger and every passenger under 18 | F.S. 316.614 |
| Child seats | Age 5 and under: a crash-tested, federally approved restraint. Through age 3, a separate car seat or the car's built-in child seat; ages 4 and 5, either of those or a booster. | F.S. 316.613 |
| Phones | No typing or reading texts, email or messages while driving. A stopped car isn't "operating." | F.S. 316.305 |
FLHSMV lists the penalty for passing a stopped school bus as four points and a minimum $265 fine, or $465 if you pass on the side where children get on and off. If a rental car picks up a parking ticket, see how to pay or dispute a Clearwater Beach parking ticket from abroad, including the fees rental companies add.
Most UK and European drivers have never had to stop for a bus on the other side of the road. In Florida you do, unless something more than painted lines divides the road. Stay stopped until the stop arm folds away and the children are clear.
How should you sort out a phone and data?
Pick one before you fly: your home carrier's US roaming add-on, a travel eSIM if your phone is unlocked and supports one, or a US prepaid SIM bought after you land. We don't recommend specific products. Check that your phone works on US networks and what your carrier charges per day. Rideshare apps, maps and card-only stands all lean on data, so save your hotel's address offline as a backup.
What happens if you need a doctor or hospital?
In an emergency, call 911. Canada's travel advice says all US hospitals must accept and treat emergencies regardless of ability to pay, then charge for every service. GOV.UK's health page adds that some hospitals ask non-US residents for a deposit on admission, and advises sending any request for money to your travel insurer first. Both governments tell travelers to get insurance; Canada specifically says it should cover hospital stays and medical evacuation. We don't recommend insurers.
Our emergency numbers page lists BayCare's Morton Plant Hospital (300 Pinellas St., Clearwater, (727) 462-7000) as the closest full-service hospital to the beach. We don't list self-pay prices, because they depend on the care given. The official tools are the better guide:
- BayCare MyEstimator estimates your share of the cost for a range of common services, with or without insurance. BayCare also takes estimate requests by phone at (813) 852-3116.
- BayCare's billing page posts each hospital's standard-charges file, Morton Plant's included, as federal price-transparency rules have required since January 1, 2021 (CMS).
- Florida Health Price Finder is the state Agency for Health Care Administration's price lookup.
For urgent care clinics, pharmacies and the Poison Help line, see our Clearwater Beach emergency numbers page.
Cards or cash, and should you pay in dollars?
A contactless card or phone covers nearly everything, and some places, like the city's beach rental stands, don't list cash at all. Keep a little US cash for valet and housekeeping tips. When a card terminal offers to charge you in pounds, euros or Canadian dollars, pick US dollars. Your own card issuer then does the conversion, and you can look up its rate and foreign transaction fee before you leave.
For daily costs beyond tax and tips, see our breakdown of what a day at Clearwater Beach really costs.
Where can you watch the Premier League or home football?
Clearwater is five hours behind the UK for most of the year, so a 12:30 p.m. Premier League kickoff starts at 7:30 a.m. here and a 3 p.m. kickoff at 10 a.m. The gap drops to four hours for two or three weeks in March and for about a week around the turn of October and November, because the US and UK change their clocks on different dates. Not every bar opens that early. Our sports bars guide covers where to watch; for a specific match, call ahead.
Tax rules come from the Florida Department of Revenue's 2026 forms and brochures and Rule 12A-1.061, statutes from the Florida Senate's 2026 Florida Statutes, entry rules from CBP, GOV.UK and travel.gc.ca, and hospital tools from BayCare, CMS and AHCA, all checked October 4 and 5, 2026. Tipping figures are our guidance, not a rule. We didn't visit, call or pay at any business named here. We're an independent guide, and no hotel, restaurant, rental company or insurer pays us.
Frequently asked questions
What is the sales tax rate in Clearwater, Florida?
7% for 2026: Florida's 6% state sales tax plus Pinellas County's 1% discretionary surtax, which the Department of Revenue lists through December 31, 2029.
What is the hotel tax at Clearwater Beach?
13% on rooms and rentals of six months or less: 6% state sales tax, the 1% county surtax and Pinellas County's 6% tourist development tax. Mandatory resort fees are taxed at the same 13%.
Do you tip on the total with tax or before tax?
Before tax is the usual base. On a $100 dinner, 20% is $20 before tax or $21.40 after, so the difference is small. If the bill already includes a service charge, you don't need to add a tip.
Can I drive in Florida with a UK driving license?
Yes, if you carry your valid license with you. F.S. 322.04(1)(c) and (d) exempt nonresidents who hold a valid noncommercial license from their home country: from age 16 for an ordinary car, and from 18 for other noncommercial vehicles. An International Driving Permit isn't required by Florida law, but a rental company may ask for one.
How much is ESTA in 2026?
$40.27 on the official ESTA website as of October 2026. An approved ESTA is generally valid for two years or until your passport expires. Canadians on a Canadian passport don't need one.
