The short answer

From Tampa International (TPA), St. Pete-Clearwater (PIE), Disney or Port Tampa Bay, the usual route to Clearwater Beach has no tolls, so skip any unlimited toll package. From Orlando International (MCO), SR 528 west costs $2.24 with a transponder or $2.54 by plate each way, and a toll-free route adds about 10 minutes. Avis, Budget, Enterprise, National and Alamo add $4.95 to $6.95 for each day you hit a toll.

Which routes have tolls, and what does each toll point cost?

Each row is one way toward Pier 60, except the last, which runs from the beach to Fort De Soto. "Transponder" means SunPass, E-PASS or another Florida-accepted transponder. "Plate" is the toll-by-plate rate (CFX calls it Pay By Plate), which is roughly what rental programs pass through to you.

Rates as of October 2026. Return trips pass the same mainline plazas on SR 528 and SR 417 and pay the same amounts. Some points bill one direction only. The Skyway charges northbound traffic at its South Plaza and southbound traffic at its North Plaza, so you pay $1.16 once each way, and each Pinellas Bayway plaza bills a single direction. How we built this table

We routed each origin to Pier 60 twice with the open-source Valhalla router on OpenStreetMap data (the public FOSSGIS server): once allowing tolls, once with tolls excluded. Every OpenStreetMap toll gantry within 25 meters of a route line was then matched to a named plaza, and gantries sitting on exit ramps the route doesn't take were thrown out. Direction and ramp rules were checked against the CFX Toll Facilities Reference Manual (August 2026 update) and the Turnpike rate maps. Each plaza's two-axle rate comes from the official rate sheets: CFX rates as of July 1, 2026; Florida's Turnpike Central Florida sheet (Beachline West effective July 1, 2026; Southern Connector Extension effective February 21, 2025); and the West Central Florida sheet (Skyway effective April 12, 2026; Pinellas Bayway effective September 22, 2023). Miles and minutes are free-flow routing estimates, not timed drives; I-4 traffic can add a lot. Data retrieved October 4 and 5, 2026. With tolls excluded, the router found no path to Fort De Soto at all. We dropped a Sarasota route over the Gateway Expressway because we couldn't confirm which of its ramp gantries charge.

What's the cheapest way from Orlando International (MCO) to Clearwater Beach?

MCO is the one airport where tolls really come into play, and the cheapest route depends on which garage your rental car is in. Orlando International lists rental pickup in the Terminal A and B garages and in the Terminal C garage, on opposite sides of the airport.

From Terminals A and B (north side): the fastest route leaves on Jeff Fuqua Boulevard straight onto SR 528, the Beachline Expressway, westbound. You pass one toll point, the Beachline West mainline plaza at milepost 6. Florida's Turnpike sets the full toll at $2.24 for SunPass and $2.54 by plate, effective July 1, 2026: $0.86 for the Turnpike's share plus $1.38 that it collects for CFX. After that it's I-4 west, I-275 south and SR 60 west, all toll-free.

The toll-free route works but takes some attention: Tradeport Drive, McCoy Road, Orange Avenue, Landstreet Road and Orange Blossom Trail (US 441) to SR 528 at exit 4, west of the plaza. The Turnpike's Beachline West sheet lists no ramp tolls. Our routing put it at 1.7 miles and 10 minutes longer.

From Terminal C (south side): the router's fastest line runs south to SR 417 and passes three mainline plazas: CFX's Boggy Creek and John Young plazas ($1.72 each with a transponder, $3.44 each by plate) and the Turnpike's Celebration plaza on the Southern Connector Extension ($0.86 or $1.16). That's $4.30 or $8.04 one way, and the same again coming back. CFX's manual lists the ramp tolls at the Boggy Creek Road and airport interchange for northbound entries and southbound exits only, so a driver returning from I-4, who has already paid the Boggy Creek plaza, shouldn't see an extra ramp charge.

From Terminal C, the better move is to drive north through the airport on Jeff Fuqua Boulevard and take SR 528 west. Our routing put that at 3.5 miles and 2 minutes longer than SR 417, for $2.06 less with a transponder and $5.50 less by plate, each way. The fully toll-free route (Boggy Creek Road, Wetherbee Road, Orange Blossom Trail, Central Florida Parkway and John Young Parkway to SR 528 at exit 3) took 13 minutes longer than SR 417.

Set "avoid tolls" before you leave the garage

If you plan to skip toll roads in a rental, set the option in your maps app while you're still parked. On the airport ramps around MCO, one missed turn can put you on SR 528 or SR 417, and a single toll point triggers the rental company's daily fee for that day.

Are there tolls from Disney, Sarasota or the cruise port?

Disney and Kissimmee: no. The regular lanes of I-4 between Orlando and Tampa carry no tolls, and the drive from Disney Springs (about 94 miles) or Old Town on US 192 (about 91 miles) stays on I-4, I-275 and SR 60. Sarasota (SRQ): the short way crosses the Sunshine Skyway on I-275, which is all-electronic. Northbound you pay once, at the South Plaza: $1.16 with SunPass, $1.62 by plate. Our router's fastest line then took the Pinellas Bayway (SR 682) to St. Pete Beach and Gulf Boulevard north, which adds the Bayway's East Plaza ($0.58 or $1.08). Staying on I-275 to exit 17 and taking US 19 and Central Avenue to Gulf Boulevard avoids the Bayway and keeps the trip to the one Skyway toll. Avoiding the Skyway means going inland on I-75, I-4 and I-275 through Tampa: about 88 miles and 110 minutes against 54 miles and 82 to 87 minutes.

Port Tampa Bay: no tolls. From Cruise Terminal 3 on Channelside Drive the route is I-275 south to SR 60 west, about 26 miles. The Selmon Expressway runs nearby but isn't on that route. If you're pairing a cruise with beach days, see our before-or-after-cruise plan.

What do the rental companies charge for tolls at TPA, PIE and MCO?

All three rental groups below start billing you automatically the first time you drive through a cashless toll without your own transponder. They differ on the daily fee, the cap, and whether a flat-rate "unlimited" plan is on offer. These are the Florida terms on each company's own toll pages as of October 2026. The pages give statewide terms, not airport-by-airport prices, so where a range is shown, the counter price at TPA, PIE or MCO can fall anywhere in it.

National's own Florida page lists the low end, $4.95 a day. The Hertz-family PlatePass pages don't print Florida prices, so ask at the counter. PlatePass also says opening the transponder shield box counts as buying All-Inclusive, so leave that box shut unless you want it. We couldn't read Sixt's, Fox's or Payless's terms, so they aren't listed.

Who's at which airport: PIE (14700 Terminal Blvd.) lists four on-site counters, Alamo/National, Avis, Budget and Enterprise. MCO lists Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National, Sixt and Thrifty among others, in the Terminal A/B and C garages. TPA's website blocked our reader, so check your confirmation for TPA.

Should you accept the rental toll plan? The math by trip

Common trips priced three ways: your own transponder, and each standard program with plate rates as the pass-through tolls. An MCO arrival and departure on different days counts as two toll days.

Nothing here justifies a flat-rate plan. Avis and Budget's e-Toll Unlimited costs at least $54.95 a week, more than the priciest round trip in the table. TPA and PIE travelers pay nothing under the standard programs unless they use a toll road. The per-day fee is most of the bill: on the SR 528 round trip, $13.90 of Avis's $18.98 is fees.

The break-even on buying a transponder

A SunPass PRO costs $14.95 plus tax. On an MCO round trip via SR 528 with Avis, that's $14.95 plus $4.48 in tolls against $18.98 on the program. Call it even, except you keep a device that also works on E-ZPass roads. For a TPA trip with one Fort De Soto day it isn't worth buying one. Pay the program's $7 to $9 and move on.

Can you use your own SunPass, E-PASS or E-ZPass in a rental car?

Yes. All three rental groups above allow it.

  • SunPass PRO ($14.95 plus tax): portable, moves from car to car, and works in Florida, Georgia, Kansas, North Carolina, Oklahoma and Texas, plus anywhere E-ZPass is accepted, according to Florida's Turnpike. Retailers including Publix, CVS and Walgreens sell SunPass transponders, which you then activate at SunPass.com or in the app.
  • SunPass Mini ($4.99 plus tax): a sticker that adheres to one windshield. It's the wrong tool for a rental car.
  • E-PASS Uni ($14.95 plus tax): CFX's portable transponder, held on with suction cups. CFX says it works on toll roads in 19 states, including everywhere E-ZPass is accepted, and markets it for use in rental cars. Its FAQ says to tell the rental agency and add the rental's plate to your E-PASS account.
  • E-ZPass: Florida's Turnpike names E-ZPass as a prepaid account for paying its tolls, and the Tampa Hillsborough Expressway Authority accepts it on the Selmon Expressway. If you already have one from home, bring it.

Two steps make it work. First, add the rental's plate and dates to your account, which the Turnpike strongly recommends for SunPass customers. Second, keep the rental's own transponder off or shut in its shield box; Avis's terms make "off" a condition of avoiding its fee. When you return the car, take your transponder with you (the Turnpike reminds renters to do this) and make sure the rental plate's end date on your account matches your return.

Why can't you just pay toll-by-plate in a rental car?

Because the invoice goes to the registered owner, which is the rental company. Florida's Turnpike says TOLL-BY-PLATE isn't available to customers in rental cars and that its invoices go to the registered owner, not the driver. The rental company pays the agency and recharges you, with its fee on top. Unpaid parking tickets on a rental car follow the same path, since the city's notices also go to the registered owner.

So the plate column is the one that applies to most renters. CFX says Pay By Plate is double the E-PASS rate, and the Turnpike says SunPass saves an average of 25% over toll-by-plate. Rental programs bill the highest undiscounted rate, so even before fees you pay $3.44 at a CFX plaza where a transponder pays $1.72.

One more rule from the Turnpike: toll-by-plate can't be used on Florida Managed Lanes (express lanes). None of our routes use them, so stay in the general lanes.

Which local tolls will you meet around Clearwater Beach?

Most driving from the beach is toll-free. These are the toll roads you're likeliest to meet on day trips (two-axle rates as of October 2026).

  • Pinellas Bayway (SR 682 and SR 679), the road to Fort De Soto. West Plaza ($0.58 SunPass, $1.08 plate, eastbound), East Plaza (same rates, westbound) and South Plaza on SR 679 ($0.28 or $0.81, southbound). Coming from Clearwater Beach you pay West and South on the way in, nothing on the way out. Our Fort De Soto day-trip guide covers park entry and timing.
  • Gateway Expressway (SR 690 and SR 686A). This newer tolled road runs past PIE between I-275, US 19 and the Bayside Bridge area. FDOT's rates: Gateway Plaza $0.86 SunPass or $1.16 plate, and the Roosevelt Boulevard ramp $0.28 or $0.58. The usual PIE-to-beach route uses the toll-free Bayside Bridge instead, so watch the signs as you leave the airport.
  • Sunshine Skyway Bridge (I-275). $1.16 SunPass or $1.62 plate each way (effective April 12, 2026), on any trip to Bradenton or Sarasota.
  • Veterans Expressway and Suncoast Parkway (SR 589). SR 60 briefly shares the Veterans' south end near TPA, but tolls start farther north, at the Hillsborough Avenue ramps and the Anderson plaza ($1.16 SunPass, $1.45 plate). You'd pay only heading north toward Pasco or Hernando.
  • Selmon Expressway (SR 618). Tampa's cross-town toll road, run by the Tampa Hillsborough Expressway Authority, links downtown with I-75. None of our routes to the beach use it.

All of these are cashless. In Central Florida, CFX lists only two ways to pay: E-PASS or Pay By Plate.

Decline, accept, or bring a transponder? A quick decision guide

  • TPA or PIE, staying in Pinellas County: decline any unlimited or all-inclusive plan and set your maps to avoid tolls. If you make one toll trip, such as Fort De Soto or the Skyway, let the standard program bill it: about $7 to $10 all in.
  • MCO, one round trip: take the toll-free route (about 10 extra minutes each way from Terminals A and B) or accept the standard program at roughly $15 to $19 for the SR 528 round trip. Don't buy a flat-rate plan.
  • MCO, car parked at Terminal C: skip SR 417 and head north through the airport to SR 528. It saves $2.06 to $5.50 each way.
  • You already own SunPass PRO, E-PASS Uni or E-ZPass: bring it, add the rental plate, keep the rental's device off, and pay transponder rates with no daily fee.
  • Toll roads on most days (an Orlando parks week first, say): price the flat-rate plan for your dates and compare it with the per-day fee times your toll days, or buy a SunPass PRO.

Toll rates come from the official rate sheets of Florida's Turnpike Enterprise and FDOT (Central Florida and West Central Florida) and the Central Florida Expressway Authority, plus CFX's Toll Facilities Reference Manual for ramp directions. Routes come from the Valhalla router on OpenStreetMap data, with toll points matched to OpenStreetMap gantry locations. The routing script and results are kept for re-checking. Rental terms come from Avis's and Budget's e-Toll pages, the TollPass pages for Enterprise, National and Alamo, National's Florida toll page, and the PlatePass pages run for Hertz, Dollar and Thrifty. Transponder prices come from Florida's Turnpike and CFX, and the counter lists from the PIE and MCO websites. Everything was checked on October 4 and 5, 2026. We didn't drive or time these routes, and we didn't rent cars to test the programs. We're an independent guide, and no toll agency or rental company pays us.
