Where is Clearwater Beach, and is it part of Clearwater?

Yes, it's part of the city. Clearwater is a mainland city in Pinellas County on Florida's Gulf Coast. Clearwater Beach is the city's neighborhood on a long, narrow barrier island facing the Gulf, separated from the mainland by Clearwater Harbor. You reach it from downtown on the Memorial Causeway, the beach end of State Road 60. The city describes the beach as sitting "at the west end of Gulf-to-Bay Boulevard," which is the easiest way to picture it: follow SR 60 west until the road runs out of land. The confusion comes from addresses. The city's own listing for the beach reads "Clearwater, FL 33767," not "Clearwater Beach." So the town name on a hotel listing tells you almost nothing. A resort on the sand and a motel next to a US-19 off-ramp can both say "Clearwater, FL." The ZIP code and the map pin are what separate them.

The island holds more than one neighborhood. North of Pier 60, Mandalay Avenue runs up the island past most of the bars, shops and mid-size hotels. South of the pier, South Gulfview Boulevard and the Beach Walk promenade lead toward the big resort towers. Across a short bridge to the east is Island Estates, a residential island with the Clearwater Marine Aquarium (249 Windward Passage). South over Clearwater Pass is Sand Key, whose northern end, including Sand Key Park at 1060 Gulf Blvd., is still Clearwater with a 33767 address. How far are mainland Clearwater hotels from the beach?

Farther than most listings make it sound. The table runs from Pier 60 to the hotel clusters people most often book by mistake. These are routing estimates between map coordinates (OpenStreetMap data, October 2026), not timed drives, and they assume light traffic, so read them as the best case. In season the Memorial Causeway and the roundabout at the beach end back up, and afternoon traffic on Gulf-to-Bay and US-19 is heavy.

Even downtown, the closest mainland option, is across the water, so "walk to the beach" isn't a realistic pitch for a downtown hotel. The US-19 and Countryside clusters are commuter distance. A family making two beach runs a day from US-19 adds an hour or more of driving even in good traffic, and pays to park each time. "Waterfront" doesn't always mean Gulf

Gulf-to-Bay Boulevard is named for what it does: it runs from the Gulf side of the city to Tampa Bay. Hotels near its east end can honestly advertise water views, but the water is Old Tampa Bay, and the Gulf beach is about 8 road miles west. If a listing says "bay view," find out which bay before you book.

What is there to do in downtown Clearwater?

Less than the beach, more than its reputation suggests. Most of it centers on one rebuilt waterfront park on a bluff over Clearwater Harbor, looking straight across at the island.

  • Coachman Park (300 Cleveland St.) is the city's 19-acre waterfront park. It has a pirate-themed playground, a year-round splash pad, a lake with fountains, a 4-acre lawn called The Green, the Bay Walk promenade and paved walking trails. The park is open 5 a.m. to midnight; the splash pad, playground and restrooms keep 9 a.m. to 9 p.m. hours (as of October 2026).

  • The Capitol Theatre (405 Cleveland St.), also operated by Ruth Eckerd Hall, is a smaller indoor theater for concerts, comedy and touring acts. For the main hall on the Tampa Bay side of the mainland, see Ruth Eckerd Hall from Clearwater Beach.
  • Cleveland Street is downtown's main street, and it sat quiet for decades with plenty of empty storefronts. In September 2026 Fox 13 reported a privately funded redevelopment of about $200 million under way, led by the Cleveland Street Alliance, a company made up of the Church of Scientology, its parishioners and development professionals. Expect new openings next to work in progress.
  • The Clearwater Ferry stops downtown, at the Clearwater Beach Marina near Pier 60, and in Dunedin. PSTA lists adult fares of $6 a trip on the Red Line and $9 on the Blue Line (as of October 2026; the operator announced a $1 fare increase effective Sept. 17, 2026, so check before you go). PSTA's published season is Thursday to Sunday, 10 a.m. to 8 p.m., February through Labor Day, while the operator's own site listed Thursday-to-Sunday service as current in October 2026, so confirm fall and winter dates on its schedule.

Is the Scientology headquarters on Clearwater Beach?

No. The Church of Scientology's Flag Land Base, which the church calls its spiritual headquarters, is in downtown Clearwater on the mainland. The church lists it at 500 Cleveland St., ZIP 33756. By its own description, the church started with one property in 1975 and now has a complex of some 50 buildings. That first purchase was the Fort Harrison Hotel (210 S. Fort Harrison Ave.), which the Tampa Bay Times reports is linked to the church's headquarters building by an elevated walkway. Walk Fort Harrison Avenue or Cleveland Street and you'll pass church buildings. The beach island has nothing like that concentration.

The footprint is large and well documented. A 2019 Tampa Bay Times investigation found that the church, its members and companies they control owned 185 properties covering 101 acres in the center of downtown, and that 22 of the first 33 buildings on Cleveland Street leading up to the waterfront had ties to Scientology.

It's also a live issue at City Hall in 2026. On June 18, 2026, the Clearwater City Council voted 3-2 to give one block of South Garden Avenue to the church, which plans a 3,500-seat auditorium called L. Ron Hubbard Hall there. Under the deal the church must open it within six years, and its lawyer told the council it would be open to the public. Over the summer, a resident group called Save the Garden collected petition signatures to try to reverse the decision. On September 18, 2026, the council voted 3-2 on first reading to vacate Grove Street, part of Laura Street and an alley for a proposed $50 million, 83,000-square-foot entertainment center at Cleveland Street and Myrtle Avenue, from a developer tied to the church and EVO Entertainment. None of it touches a beach trip directly. It all happens on the mainland, across the harbor from the sand.

Should you stay in mainland Clearwater to save money?

Sometimes, but compare the total cost, not just the nightly rate. A cheaper room on US-19 comes with a 15 to 25 minute drive each way (best case) and paid parking at the beach every time you go. At $3.50 an hour in city lots such as the Pier 60 lot, a six-hour beach day costs $21 to park (as of October 2026), unless you find free parking near the beach. Over a week of beach days, that's more than $100, before gas or the time spent on the causeway. How can you tell if a hotel is really on Clearwater Beach?

Five quick checks before you pay:

  1. Check the ZIP code. 33767 covers Clearwater Beach, Island Estates and the Clearwater end of Sand Key. Anything else is on the mainland or in another beach town. Island Estates is 33767 too but sits on the harbor side, so check the next step.
  2. Check the street. Mandalay Avenue, Poinsettia Avenue, South Gulfview Boulevard and Gulf Boulevard on Sand Key are island streets. US-19, Gulf-to-Bay Boulevard, Cleveland Street and Fort Harrison Avenue are mainland streets.
  3. Drop the pin. On any map, look west from the hotel. If Clearwater Harbor is between you and the Gulf, you're on the mainland.
  4. Ignore the hotel name. "Clearwater" or "Clearwater/Tampa Bay" in a brand name says nothing about the sand. The address does.
  5. Read "beach access" carefully. "Near the beach" or "minutes to the beach" usually means a drive. On the island, listings tend to say "beachfront" or give a walking distance to Pier 60.
