No. As of October 2026, none of the 20 Clearwater Beach and Sand Key hotels we checked sells a true all-inclusive rate. The closest is the Wyndham Grand's Fitness Retreat, with three meals a day built around workouts. Sandpearl, Opal Sands and the JW Marriott sell dining credits, and the Hilton, Hyatt Regency and others sell breakfast rates. Eating and drinking on your own runs about $770 to $1,420 for two over four days, tax and tip included.
Key takeaways
- No hotel on the island or on Sand Key sells a rate that bundles food and drinks. We went by each hotel's own offers pages, not booking-site filters.
- The Wyndham Grand's Fitness Retreat with 1Team Fitness is the only package with breakfast, lunch and dinner. It's a structured fitness program with no published price, and neither page mentions drinks.
- Sandpearl and Opal Sands sell dining credits in $100 blocks and refund what you don't use at checkout. The $50-a-night credit at the Hilton and The Hiatus, and the AC Hotel's $25-a-night credit, expire each day.
- Breakfast is easy to get. 15 of the 20 hotels offer it somehow: as a package or add-on, or folded into the room rate or the amenity fee.
- Priced from posted menus, food and drink for two adults over four days comes to $1,422 eating every meal at a resort restaurant and $771 at beach cafes, with 7% tax and a 20% tip.
- Rooms carry 13% tax in Pinellas County, so every $100 of nightly rate adds $452 over four nights.
Is there an all-inclusive resort on Clearwater Beach?
No. Clearwater Beach hotels are pay-as-you-go. The big resorts have restaurants, pool bars and beach service, but every meal and drink goes on the bill, and many add a nightly resort fee to the room. None of the 20 hotels we checked on the island and Sand Key sells the Caribbean-style rate where one price covers food and drinks.
What you'll find instead is a handful of partial deals: one fitness retreat with meals, a few dining-credit packages, breakfast rates, and hotels that fold breakfast into the room rate or the amenity fee. Stack them and you can cover a good part of the food bill. The bar tab stays yours.
We couldn't confirm a conventional all-inclusive anywhere else on Florida's Gulf coast either, so this page doesn't name a "nearest" one. If a booking site's all-inclusive filter turns up a Clearwater Beach hotel, open the rate details and read what the hotel itself says is included before you count on free meals.
Which Clearwater Beach hotels offer meal plans, dining credits or breakfast?
The table covers every hotel we checked, from the big resorts to the select-service hotels that include breakfast. Each row comes from the hotel's own offers, packages, dining or amenities page as posted in October 2026. Promo codes and dates are the hotel's. The Wyndham Grand row needs a closer look. The hotel's offers page calls the Fitness Retreat an all-inclusive "fitcation," and 1Team Fitness, which runs it, says guests order from a menu made for them at the hotel's Ocean Hai restaurant. The days are trainer-led: kayaking, biking, yoga, resistance training and more. It's not a beach week with cocktails. Neither page posts a price, so call 1Team Fitness at (813) 419-7524 for a quote.
In October 2026 we read the offers, packages, dining and amenities pages of 20 hotels on Clearwater Beach and Sand Key: the Opal Collection pages for Sandpearl, Opal Sands and Opal Sol; hilton.com, hyatt.com, marriott.com and ihg.com for the brand hotels; and the independent hotels' own sites, including wyndhamgrandclearwater.com and 1teamfitness.com. We recorded every meal plan, food or dining credit, and breakfast rate or inclusion. Room discounts, points offers and spa-only packages don't count. We didn't cover Hyatt Place or Courtyard Clearwater Beach, or the island's motels and condo-hotels. Source links for every hotel are in the Sources section below.
What does a DIY all-inclusive cost for two people over four nights?
We priced three meals and four drinks a day per person, two ways, from the restaurants' own menus as posted in October 2026. Scenario A eats every meal at one resort restaurant, SeaGuini at Opal Sands (430 S Gulfview Blvd), which is as close as you'll get to the all-inclusive habit of never leaving the property. Scenario B has breakfast at Clear Sky Cafe (490 Mandalay Ave) and lunch and dinner at Frenchy's Rockaway Grill (7 Rockaway St), both a short walk from most beach hotels.
| Per person, per day | A: resort every meal (SeaGuini) | B: beach cafes (Clear Sky Cafe, Frenchy's Rockaway) |
|---|---|---|
| Breakfast | "Coastal morning" eggs, bacon, toast: $16 | "The Big Bang" three eggs, bacon, potatoes, toast: $14 |
| Lunch + 1 drink | Grouper sandwich $21 + cocktail $15 = $36 | 4 oz grouper sandwich $15.95 + Landshark draft $6 = $21.95 |
| Dinner + 2 drinks | Caesar salad $12 + Gulf grouper $46 + 2 cocktails $30 = $88 | Gulf grouper platter $21.95 + 2 frozen Rum Runners $18 = $39.95 |
| Per person, per day | $140 | $75.90 |
| 2 adults, 4 days | A: resort every meal | B: beach cafes |
|---|---|---|
| Food and drinks before tax and tip | $1,120.00 | $607.20 |
| 7% sales tax (6% state + 1% Pinellas surtax) | $78.40 | $42.50 |
| 20% tip on the pre-tax bill (our assumption) | $224.00 | $121.44 |
| Food and drink total | $1,422.40 (about $356 a day) | $771.14 (about $193 a day) |
| Same, with a breakfast-included rate | $1,259.84 | $628.90 |
Coffee isn't in either total because Clear Sky Cafe's menu doesn't price it (SeaGuini's brewed coffee is $4). Drink more than four a day and the gap widens: SeaGuini's cocktails run $15 to $17, while Frenchy's Rockaway pours $5 drafts and $6 house wine. Prices are as of October 2026, and menus change, so check before you go. If you're visiting from abroad, our international visitors guide explains how sales tax and tipping work in the US.
Add the room, the resort fee and 13% tax
Food is only part of the bill. Hotel rooms in Pinellas County carry 13% tax: the 6% state sales tax, the 1% county surtax and the county's 6% tourist development tax. Hotels add tax to mandatory resort and amenity fees too. Our hotel parking and resort fee comparison uses the same 13%.
| Room side, 4 nights | How it's figured | Cost |
|---|---|---|
| Resort fee at Opal Sands | $35 x 4 nights + 13% tax | $158.20 |
| Room rate | Your nightly rate x 4 + 13% tax | $452 for every $100 of nightly rate |
| Parking, if you drive | See the fee comparison; valet runs up to $40 a night at the big resorts | varies |
Put together, a couple eating at the resort for four nights should budget about $1,580 for food, drinks and the resort fee, before the room. Eating at beach cafes brings that down to about $930. We didn't build a Caribbean comparison: all-inclusives there price by date and room type, and we found no published, dated rate card that would make a fair match. If you have a Caribbean quote, divide it by the number of nights and compare it with your Clearwater room rate plus $193 to $356 a day for food and drink.
Sandpearl and Opal Sands say unused credits "can be refunded at check-out," so buying $100 blocks costs nothing extra if you'd eat there anyway. Hilton's Experience the Stay credit works the other way. Its terms say unused daily credit is forfeited at the hotel's departure time and can't go toward the room, taxes, resort charges or gratuity. Spend it each day or lose it.
How do you build your own all-inclusive on Clearwater Beach?
Four habits get you most of the convenience for well under Scenario A.
- Get breakfast in the rate. It's the one meal hotels here bundle readily. A breakfast-included rate or a hotel with free breakfast takes $142 to $163 off our four-day totals. Hotels don't publish the price difference, so compare the breakfast rate with the plain rate for the same dates before you book, and weigh it against our picks for breakfast spots near the beach.
- Use refundable credits for splurge dinners. If you want a big night at Caretta on the Gulf, Sandpearl's $100 credit blocks let you prepay with no risk. Our guide to Clearwater Beach hotel restaurants has menu prices for Caretta, SeaGuini, Ocean Hai and others, and our list of sunset dinner spots covers splurges off the property.
- Eat lunch off the property. A grouper sandwich is $21 at SeaGuini and $15.95 for the 4 oz version at Frenchy's Rockaway. Drinks get cheaper with good timing, and our Clearwater Beach happy hour guide lists the deals.
- Stock the room. Water, snacks and beer in the fridge cover the pool-day gaps an all-inclusive would. Our Clearwater Beach groceries guide covers the nearest Publix, liquor stores and delivery. To cook most meals yourself, compare a condo with a full kitchen against a hotel.
If the resort pool and beach service are what you're really after, you don't have to sleep at the resort. Some sell day access, covered in our resort day pass guide. To compare pools hotel by hotel, including whether any are adults-only, see our Clearwater Beach hotel pools guide.
Which option fits your trip?
- Couples who want it prepaid: the JW Marriott's Mini-Moon ($200 dining credit plus a couples massage) or Sandpearl with refundable dining credits. Our luxury hotels ranking compares the rooms, and our Clearwater Beach for couples guide covers the rest of the trip.
- Families: a hotel with free breakfast (Hampton Inn & Suites, SpringHill Suites, Residence Inn) or a breakfast rate at the Hilton or Holiday Inn & Suites, then lunch and dinner out. On Hilton's Breakfast Included rate, up to two children 5 and under in the room eat breakfast free with an adult at Hilton-brand hotels.
- Florida, Georgia or Alabama residents: the Marriott on Sand Key's resident rate (code ZJ1) includes daily breakfast.
- Anyone who wants every meal handled: the Wyndham Grand Fitness Retreat is the only package with three meals a day. Ask what it costs and whether any drinks are included.
Hotel offers come from each hotel's or brand's own site, checked in October 2026. Menu prices come from the menus SeaGuini posts on opalcollection.com and the menus Clear Sky Cafe and Frenchy's post on their own sites, read the same week. Tax rates come from the Florida Department of Revenue's sales tax page and its surtax and tourist development tax tables. The 20% tip and the four-drinks-a-day pattern are our assumptions. We didn't stay at, eat at or call any of these places. We're an independent guide, and no business named here pays us.
