Can you swim with dolphins in Clearwater?

Not with wild ones, and not at the aquarium. Bottlenose dolphins are a common sight in Clearwater Harbor and the nearby Gulf, which is why the marina is lined with dolphin-watching boats. They're protected wildlife, and NOAA Fisheries, the federal agency in charge of marine mammal protection, puts it bluntly: "please don't feed, swim with, or harass wild dolphins."

Clearwater Marine Aquarium (249 Windward Passage, on Island Estates) is the only place nearby where you can get close to a dolphin, and even there you stay on the pool deck. Getting in the water with one means a day trip to Orlando or a longer drive to Marineland or the Keys.

What does federal law say about swimming with wild dolphins?

Regulations under the Marine Mammal Protection Act (MMPA) make it unlawful for anyone to "take" a marine mammal in U.S. waters (50 CFR 216.11). Take is defined broadly (50 CFR 216.3). It includes harassing a marine mammal, "the negligent or intentional operation of an aircraft or vessel, or the doing of any other negligent or intentional act which results in disturbing or molesting a marine mammal," and "feeding or attempting to feed a marine mammal in the wild."

  • Feeding is flatly illegal. The regulation defines it as "offering, giving, or attempting to give food or non-food items to marine mammals in the wild."
  • Swimming with wild dolphins is something NOAA tells you not to do. The regulations never use the word "swim." They do ban harassment, which covers any act of pursuit, torment or annoyance with "the potential to disturb" a marine mammal in the wild by disrupting its behavior. NOAA says wild dolphins "are disturbed when people try to swim with them," and its policy is that it does not authorize interacting with wild marine mammals, which "includes attempting to swim with, pet, touch, or elicit a reaction from the animals."
  • Penalties. NOAA's feeding and harassment FAQ (updated January 20, 2026) lists civil penalties up to $36,498, up to a year in prison plus criminal fines, and forfeiture of the vessel involved. Its Protect Wild Dolphins page says feeding violations are punishable by fines of up to $100,000 and/or up to a year in jail.

NOAA Fisheries' Southeast U.S. Marine Mammal and Sea Turtle Viewing Guidelines are a numbered list of 12. These five matter most for dolphin trips:

Keep the two categories apart: the 50-yard distance and the no-swimming line are guidelines, while the feeding and harassment bans are law.

What do Clearwater "dolphin encounter" tours actually offer?

Boat rides. We took the City of Clearwater's official list of commercial boats at the Clearwater Beach Marina (25 Causeway Blvd.) and scanned every operator website on it for dolphin wording. Seven use "encounter," "up close" or "with dolphins" language, quoted below next to the NOAA guideline each phrase touches.

None of the 28 operator sites we could load offered a swim, a snorkel or a feeding session with dolphins. The only "swim with the dolphins" phrase in the whole crawl was Encounters with Dolphins saying it doesn't allow it. So around Clearwater, "dolphin encounter" means watching wild dolphins from a boat or jet ski. Nothing more.

How we built this

Source list: the City of Clearwater's Commercial Charters, Cruises, Rentals and Sightseeing page for the Clearwater Beach Marina: more than 40 boat listings, 29 distinct websites. One (Clearwater Tiki) blocked automated requests, leaving 28 operators and 82 distinct pages. Method: a Python script fetched each home page, followed up to 15 same-site links whose address or link text mentioned dolphins, tours, snorkeling, wildlife or similar terms, and pulled every sentence with "dolphin" plus a swim, encounter, snorkel, feed, touch, interact or up-close term. We read each hit in context and kept the operator's own marketing copy, not reviews. Text a site loads only by JavaScript may be missed. We left out Dolphin Racer, listed on the StarLite Cruises site, because it departs from South Pasadena near St. Pete Beach. Does Clearwater Marine Aquarium let you swim with dolphins?

No. Nothing in Clearwater Marine Aquarium's (CMA's) online experience listings, checked in October 2026, puts you in the water with a dolphin. CMA's resident dolphins are rescued animals, and its dolphin programs keep you on the pool deck:

The poolside programs need aquarium admission (not included), a signed waiver and no jewelry. The Dolphin Experience page warns that "opportunities to touch, get wet or feed are not guaranteed," and CMA can change or cancel any animal program. The boat tour page contradicts itself on whether admission is required, so ask when you book (727-441-1790 ext. 0). Where can you legally swim with dolphins in Florida?

At facilities with dolphins in human care. The MMPA's harassment and feeding definitions cover marine mammals "in the wild," so these programs can put you in the water. Below are the closest ones we found with an in-water program listed on their own sites, with drive times we computed from Pier 60.

We left out Gulf World Marine Park (Panama City Beach) and Dolphin Connection (Duck Key): in October 2026 both websites showed only a notice pointing to a bankruptcy case, with no bookable programs. Island Dolphin Care (150 Lorelane Place, Key Largo), a therapy and education center, also lists a 20-minute Splash & Giggle assisted swim for children ages 3 to 6 ($250 per participant, reserved by phone). We kept it out of the table because it's built for young children, not general visitors.

How we built this table: prices, ages and addresses come from each facility's own program pages, retrieved October 5, 2026; most say prices vary by date, so check before you go. Distances and times run from Pier 60 to each facility, geocoded with OpenStreetMap Nominatim and routed with the public OSRM engine. They're free-flow car estimates with no traffic or stops, so real trips run longer. The Dolphins Plus route ends at the Bayside site's OpenStreetMap point near MM 102.

Our verdict: for most Clearwater visitors, Discovery Cove is the only practical day trip. The Keys facilities only make sense if you're already heading to the Keys. Our day trips from Clearwater Beach guide covers what else fits in a day.

What should you do if a wild dolphin swims up to you?

Wild dolphins sometimes come up to swimmers, paddlers and boats on their own. Here's what NOAA's guidance says for each case:

  • Swimming or wading: NOAA says to "avoid touching or swimming with wild marine mammals, even if they approach you." Let it pass.
  • On a boat, jet ski or paddleboard: follow G7. Engine in neutral (or stop paddling), let it pass, move away slowly. NOAA's guideline 8 adds: never trap dolphins between boats or against the shore, and never separate a mother from her calf. The same rules apply to boaters on a rental pontoon and anyone kayaking around Clearwater Beach.
  • Fishing: don't toss bait or catch to a dolphin. That's feeding, and NOAA warns that dolphins who learn to beg can die after getting tangled in hooks and line.
  • Stress signs (NOAA's guideline 11): strong exhaling, tail-slapping, repeated avoidance, or erratic changes in speed or direction. Leave slowly if you see them.
